Files needed:
1) Wii Startup Disc: https://archive.org/details/RAAE01 (download either one of the iso files)
2) Startup Disc Menu Dump: https://repo.mariocube.com/Wii/Startup%20Disc%20NAND%20+%20Extracted/extracted_nand.7z
Instructions:
Extract the contents of the folder extracted_nand in the 7z file to C:\Users\username\My Documents\Dolphin Emulator\Wii (replace username with your username). Run Dolphin. Click on Tools -> Load Wii System Menu ?.?U. The Startup Menu will load. From the main Dolphin window Click on File -> Change Disc and select the iso file you downloaded. After a few moments, you will see it installing. After the installation is completed, you will be asked to remove the Startup Disc. Again, from the main Dolphin window, Click on File -> Eject Disc. The emulated Wii will reboot, and after about 20 seconds, you will be asked to press the A button. Follow the on-screen instructions and after the initial setup is complete, you have successfully installed System Menu 1.0.

2. Make sure the "trucha" bug is on your Wii
3. Put it on a DVD that your Wii can read, and trick it
4. You got 1.0, congratulations

If you want to boot of this you have to put the file somehow on a DVD that the Wii Supports and then trick the wii that this DVD is Supported and can be used on a Wii and then if you do it correctly you can boot the Nitendo Wii Startup Disc

They actually got the disc. I am so ecstatic. Thank you uploader. Also if you want to use this with dolphin and don't know how to convert the .gcm it's pretty much just a renamed .iso file so just rename it and you should be good.

I'm glad that the user found the startup disc but how do you convert the files to a big ISO file. Maybe using the NKit Processing app or the WBFS to ISO program? But otherwise, nice work finding the infamous lost Wii Startup disc! :)
